David Owen's life in Manhattan with his wife and baby is disrupted by the constant noise of car alarms, leading him to take drastic measures. After being arrested multiple times, his wife kicks him out, and he becomes "The Rectifier," breaking into cars with blaring alarms and leaving a calling card. A young reporter, Gruska, discovers his identity and becomes his lover, joining forces to ban car alarms through a ballot initiative.
